It is not being torn down, it is being remodeled, just like it has many times in the past.

in fact the ballroom is not in the white house proper, it is being built in the East Wing annex that did not exist until 1942, when Franklin Roosevelt built the East Wing to cover a fallout shelter underground

The big difference between this renovation and the many pervious ones are:

it is not being paid for by the taxpayers
and
it is an enhancement to the facility.

It is something every president has wanted in the past 60 years but was too timid to ask for the funds. Trump didn't want public money so he is building the ball room with private donations.

Truman got the correct permissions/went through the correct channels to update the White House.
Trump did not... he did not get the required approvals for the construction...not even sure if he even got the approved building permits needed nor did he submit any plans for it.
He's also paved over the rose garden and other changes.

THAT is the issues with this (unnecessary) ballroom being built.
All other Presidents got PERMISSION and proper permits before they did anything to the White House.

Most federal projects get approval for the money. Then the people who are given the money start the process for any construction of remodeling. Since Trump got private donors he did not get or need Congressional approval, but you speculate that he did something wrong. That's called Trump derangement syndrome
