Depends on what kind of “change a look” you are doing. I use the free versions of Paint and Photo Editor and can block or blur faces and add text but you can’t do AI with them.

I suppose I have to buy an app o blue a face

To blur a face

Photo or video? Irfanview free app works great for photos.

Shotcut is great for video and its free.
Paint is simple to use for blurring or shading part of a photo.

I have just discovered paint, here is a trial pic.
