This only emboldened the agents, and to their defence are mostly under trained and unqualified to handle the job. They already feel an us vs. them mentality, and when the top leaders tell you that it’s okay to kill anyone who doesn’t follow your orders, this was bound to happen and will happen again.
The only way it could possibly stop is when an ICE agent accidentally kills another. As long as it’s just citizens, this will continue.
